II.Bidder Eligibility

1. Basic Qualification Requirements:

(1) The bidder must be an independent legal entity or organization registered in Iraq under local laws, capable of assuming civil liabilities, with a business scope that meets the requirements of this project and holding general taxpayer status.

(2) The bidder’s registered capital must be at least IQD 1000 million or equivalent. If the registered capital is in a foreign currency, the exchange rate's median price on the bid opening day will apply. If the business license does not indicate the registered capital, proof of contribution issued by the local industrial and commercial department is required.

III.Tender Document Sale Time, Location, and Method

1．Sale Time: February 10, 2026, to February 17, 2026 (working hours: 8:00 AM – 5:30 PM).

Registration Process:

Bidders must present a stamped introduction letter/authorization letter from their unit, a copy of the business license, a copy of the agent’s ID card, and relevant qualification documents to the tenderer's business contact office for on-site registration or send scanned copies to the business contact’s email. Tender documents can only be purchased or obtained after the tenderer has verified the bidder's qualifications.
